I am planning on moving to a state that has already opened up masses, but they require a 14 day quarantine. Does missing a mass there because of the quarantine rules count as a legitimate reason to miss mass? I apologize if this is a scrupulous question!

The resumption of public masses does not mean that the dispensations from mass have ceased. Even those that are open are only at 25-50% capacity.

I don’t know of any bishops that have canceled their dispensation.

Of course.

It is a scrupulous question.

And if you have scruples, you need to be under the care of your pastor or spiritual director. Asking these sorts of questions on the internet can exacerbate scruples.
