May a laized priest perform civil marriages if the state of residence agrees?

If a relative of a laicized priest ask him to perform a wedding ceremony for two non-Catholics, and the state of residence agrees, can he perform the ceremony?
 
Whether he can or can’t is a matter of civil law. Whether he should is another question altogether. In my opinion he should not since he is most likely being requested due to his perceived status as a spiritual leader, however he left that behind when he chose to be laicized. It sends a mixed message as to his status and position and he should politely decline to take part in any role that could cause confusion.
