May Episcopalians receive Communion in the Catholic Church?

I have read the forums and searched but I can’t find a clear answer to whether or not Episcopalians can receive communion in the Church. Since there are some “Anglo-Catholic” Episcopalian churches who might believe in transubstantiation, would this be enough to qualify them to receive communion?
 
Hi,

No–Anglicans may not receive the Eucharist in a Catholic Church–no matter how “high church” they may happen to be. The Anglican communion does not have a consistent, universal teaching regarding the real presence–nor does it have valid orders.

Eastern Orthodox Churches are another matter. They do have valid orders and a consistent belief in the real presence.
