Meaning of 1 Timothy 2

1 Timothy 2 says:
9 Likewise, I want women to adorn themselves with proper clothing, [g]modestly and discreetly, not with braided hair and gold or pearls or costly garments, 10 but rather by means of good works, as is proper for women making a claim to godliness. 11 A woman must quietly receive instruction with entire submissiveness. 12 But I do not allow a woman to teach or exercise authority over a man, but to remain quiet. 13 For it was Adam who was first [h]created, and then Eve. 14 And it was not Adam who was deceived, but the woman being deceived, fell into transgression. 15 But women will be [j]preserved through the bearing of children if they continue in faith and love and sanctity with [k]self-restraint.

How are we to make sense of this? How does the Catholic Church interpret the following phrases?
  1. A woman must quietly receive instruction with entire submissiveness
  2. But I do not allow a woman to teach or exercise authority over a man, but to remain quiet
  3. But women will be preserved through the bearing of children

Disciplinary norms which were appropriate to a particular time and place, but which don’t rise to the level of doctrinal / dogmatic requirements for the Church.

Notice that Paul doesn’t say “the church doesn’t allow”, but rather “I do not allow.” I would go out on a limb and say that he’s asserting something well within his rights as a bishop – with respect to the communities which he leads – rather than something that he asserts that all bishops must follow as dogma.
