Is it not an unrealized potential that God willed the world in one certain way and not another?
Is it not an unrealized potential that things are currently created to be one way and not another?

If you want any meaningful response to this, you need to define your terms, and give some indications of what you’re trying to get at.

And are you asking if it’s a realised potential?

You could be asking “Is it not?” an unrealised potential, or you could be asking Is it “not an unrealised” potential.

What I’m getting at is that it seems that God adds in the seed (this might be too temporal-sounding) or push that causes all things to exist at all times but could that seed or push exist in other forms? It is required that it lead to this organization?

If it doesn’t, why has God allowed it to be this way and not another way? Further, how does God having the ability to make it one way relate to his status as pure actuality? It seems to contradict it.

If it does, does that put finite limits of expression on God?
