I’ve tried reading up on what the Catholic Church’s views are concerning Catholic and non-Catholic baptized Christian marriages.

Most of it seems straightforward and simple, but one thing that gets to me is how some people say that in order to get a Priest or Bishop’s approval the Catholic has to promise to do all he can to ‘have the child baptized and educated in the Catholic faith’.

So here’s my question: does this really mean that the Catholic has to raise his child to be a catholic… going to confession, communion, confirmation… etc? If so, it seems like it’s almost making the Catholic promise to not let the non-Catholic have much of a say in the child’s faith…
 
This means that the Catholic has to “to the best of their abilities bring their children up in the Catholic Faith”. It doesn’t always happen but a Catholic should not enter into a marriage without that intent in the first place!

That is correct. A Catholic is obligated to raise all their children in the True Christian Faith and protect them from any false teachings. The non-Catholic need not be involved.
