Modern Saints In Traditional Liturgy

There are some saints that have not been canonized until after 1962 (examples: John XXIII, John Paul II, Sr. Lucia, Padre Pio, etc)

Could a priest still say Mass according to the 1962 rubrics (Extraordinary Form) in honor of one of those saints or can the EF Mass only be celebrated for the saints that are on the 1962 calendar?
 
As I understand it, as no Propers have been written for these modern Saints, only a Votive Mass with a commemorative may be said. Hopefully, in the future, this will be addressed. As it stand most days are already assigned to Saints with very little room left. I suppose that we’ll need to re-examine the standings of some of the older Saints days again.

If someone knows more about this I’d be very interested to hear.
