Mortal Sin?

So, say someone really wants to get back at someone. Knowing that its mortally sinful to actively wish harm to another so they dont. There so angry though, that the thoughts keep popping in their heads. The person does kind of like the idea of getting revenge on someone so they let the thoughts stay in their mind for a second, maybe even actively pursueing the thoughts off and on (every time they think about it being mortal they stop thinking about it again), before switching to another topic. Would this be full consent and full knowledge?
 
I would say no. It would be the anger that is in the lead for sinfulness but, as it is being described here, not mortally.

The object of the sin, now, is anger. The object of the sin could be an act of revenge if an action were taken against this person. Mortal sin requires that it be grave matter: 1. Anger, how much and is it out of proportion to the wrong inflicted, and 2. Act of revenge: intent to harm and what harm was inflicted.

The culpability factor, now, as applied to anger is whether you are holding on to it when you shouldn’t or if you are wanting to be angry at said person. Full consent would come in if you didn’t care about trying to mitigate the anger and full knowledge enters if you know it is wrong but give the aforementioned full consent.

If you acted on revenge, culpability for the action enters in if you know what you are doing is wrong, that is, not out of your mind with anger. Your culpability is increased as to the harm intended and the harm inflicted. Psalms 4:5 Be angry, and sin not: the things you say in your hearts, be sorry for them upon your beds.
