New Missal and Bishop's authority

The other evening at the workshop our parish had about the New Missal, the priest said that in this revision the bishops will have more authority over the liturgy than they’ve had in the past. Is this true? And if so, where?

I’m not sure, but there are some additional options for things like the words of dismissal, so maybe it’s something of that nature- more options meaning more choices bishops and priests can make.

I think the GIRM makes it clear when the bishop is the one deciding and what he decides is binding on all the diocese.

It depends on what the Conference of Catholic Bishops that the Philippines is part of has decided. In Canada and the US, the date is November 27, First Sunday in Advent.

My view is that the change happened in 2002, since this is when this Roman Missal was published in Latin, so that is when its instructions became effective.

A new section was added to the 2002 General Instruction of the Roman Missal, which was not in the 1975 GIRM. It is “Chapter IX Adaptations Within the Competence of Bishops and Bishops’ Conferences”. It begins with paragraph 386 and goes to the end. The 2002 General Instruction of the Roman Missal (GIRM) approved for the USA, can be accessed from romanrite.com/girm.html .

I think it is debatable whether bishops have more authority, or less, in theory and in practice, since 2002, than before it.

I do not know what authority he would have. What the Pope has written and ovewr so many y ears of revision, I Ithis not to be true.

This is what belongs to the bishop to decide according to the GIRM:

1. The Diocesan Bishop, who is to be regarded as the High Priest of his flock, from whom the life in Christ of his faithful in some sense derives and upon whom it depends,[147] must promote, regulate, and be vigilant over the liturgical life in his diocese. It is to him that in this Instruction is entrusted the regulating of the discipline of concelebration (cf. nos. 202, 374) and the establishing of norms regarding the function of serving the Priest at the altar (cf. no. 107), the distribution of Holy Communion under both kinds (cf. no. 283), and the construction and ordering of churches (cf. no. 291). It is above all for him, moreover, to nourish the spirit of the Sacred Liturgy in the Priests, Deacons, and faithful.

In the US the diocesan bishop also decides, binding on all parishes under his care, the posture from after the Agnus Dei until Communion.
