New Vatican document on role of priests and laity?

Apparently there is a new Vatican document out that is due to become operational after it has been discussed in parishes in 2014. It outlines, in more detail, the responsibilities of priests in parishes and the duties they are expected to perform, it also outline the duties and responsibilities of the parish laity.

Does anyone know what this document is called and if it’s available to look at yet?

Our bishop told the congregation this at a Chrism Mass yesterday.
 
There was a thread on that (I think in the Traditional Catholic forum)

It’s release would have to depend on Pope Francis.
 
Read about this around the time of Pope Emeritus Benedict’s abdication. I cannot find anything on it now. Google search just turns up old news.
