No Kyrie after Penitential Rite option A?

I’ve been to Mass a few times now were there was no Kyrie (English nor Greek) after Option A of the Penitential Rite.

The first few times, I believed it was just the cantor and/or organist messing up (esp when the Archbishop came), but today, which at another parish for daily mass, the Monsignor used Option A but did not say the Kyrie after. There wasn’t a cantor, organist, nor choir. So it was totally on the priest.

Can the Kyrie be skipped for one reason or another? Or is this simply an example of abuse and/or error which should be corrected?
 
Form A: I confess to Almighty God and to you my brothers and sisters that I have sinned…

Form B: Have mercy on us O Lord. For we have sinned against you. …

Form C: You were sent to heal the contrite of heart: Lord have mercy…

The *Kyrie *(Lord have mercy…) is said after form A and B of the Penitential Rite. It is not said after form C because it is incorporated into that form of the Penitential Rite.
