No Penitential Rite at Mass?

I’m new to the Catholic church, so there may be a reason for this that I am unaware of, but yesterday at mass, there was not penitential rite. Is this normal?

In his book, [Mass Confusion](http://shop.catholic.com/online-store/scstore/p-CB253.html?E +scstore), Jimmy Akin explains that omitting the penitential rite may be OK:

t is supposed to be omitted in some cases. The rubrics for the rite of blessing and sprinkling of holy water states that: “When this rite is used, it takes the place of the penitential rite at the beginning of Mass. The “Kyrie” is also omitted.’ On the other hand, the penitential rite is not simply an optional part of Mass that can be omitted for no cause.”
