No tobacco black market?

Why is there no tobacco black market on similar scales as other drugs? Yes, some is sold without paying the proper taxes or single cigarettes where that’s illegal. But I’ve yet to hear of numerous people growing it in their yards or in covert grow houses.

Edit: Smoking rates continue to fall, so wouldn’t the strategies used on tobacco bare fruit in the battle against other drugs?
