There is nothing in canon law that specifies the authorship requirements of music used in Mass. The bishop is charged with implementing the liturgy, so any restrictions or requirements would have to be made by diocese. If a bishops has forbidden some music, or made a list of music to be used exclusively, then the priest under him should be following his instruction.
