Can a pastor or bishop dispense one from a private vow of obedience, such as to one’s parents or to one’s spiritual director?
 
Yes, but think long and hard about why one would make a private vow in the first place. You will still owe obedience to your parent until you come of age and respect thereafter. A private vow is a serious commitment to God.
 
Thank you for your response, and correct me if I’m mistaken, but I assume your “yes” also applies to the spiritual director.
 
I think that is correct as long as it is a priest. Better check on that 'though just to be certain.

As long as who’s a priest, I’m sorry? The pastor granting the dispensation or the spiritual director?

It probably is best to approach one’s parish priest (or one’s spiritual director if he is a priest) and ask if he can dispense.
 
The one who accepts your private vows is a priest. Sometimes a Spiritual Director is not Priest, but someone who is well suited to help you advance in your understanding of the Church/and or the spiritual life. Do speak with a priest about your questions.
