Old Divine Office Question

I am just wondering, since the Motu Proprprio will allow the use of the old breviary I have this question.
I have a copy of the Divine Office for Lauds, Vespers and Compline in English and it appears to be just an English copy of the old office dated 1965. I also have the Angelus press missal which has vespers and compline in Latin and English from 1962.

Would saying the old office in English be still praying it as a liturgical prayer or would that just lower it to a private devotion?
 
2 Clerics ordained “in sacris constitutis” may use the Roman Breviary promulgated by Bl. John XXIII in 1962.
Does it mean that lay people praying the breviary in private is not allowed to use the old breviary?

Whether or not you pray it privately, its still the public prayer of the Church 😉

But I just wonder if switching between the Latin and the English is still fine, given my limited Latin capabilities. Yet slowly but surely, its expanding.
