I read the first few chapters of Ezekiel and God seems to be a scary punishing God,

Was this Jesus speaking to Ezekiel in the OT? or God the Father?

I think i heard once that its the Son of God who speaks in the OT

Seems to be a big difference between Jesus in Ezekiel compared to Jesus in the NT

The Creed says that the Holy Spirit has “spoken through the prophets”, so He was probably the one who inspired Ezekiel.

And God was merely keeping the terms of His covenant with the Israelite people, as spelled out in Deuteronomy 28, and as renewed by Josiah (the last good king before Ezekiel) less than 50 years before the Babylonian deportation.

What was scary was not God’s punishment, which the Israelites had all agreed to, but their violations of the covenant. Read a little more of Ezekiel and you’ll find out what they were up to, including Baal worship, nature worship, adultery, injustice, bloodshed, and human sacrifice.

Would that be the same Jesus who spoke more of Hell than all other’s in the Bible combined? The same Jesus who called the Pharisees hypocrites and the Lawyers thieves and the religious leaders of Judea the children of Satan? Or perhaps the same Jesus who declared that all those who would follow Him must leave father and mother and all possessions behind? The same who called Herod a fox (not a term of endearment) and declared the House of Israel forsaken?

You see if you read Jesus’ words for what they actually say He is pretty offensive because He is King and speaks with the authority of One who expects obedience of all His hearers. That is why they repeatedly took up stones to stone Him and finally declared “We will not have this man to rule over us… we have no king but Caesar!”

The God of the OT and the God of the NT are one and the same and there is absolutely no distinction between the Father and Son at all. Remember (John) Jesus says, “I say nothing except what is given to me by the Father,” and so the will to save and be merciful is the Father’s. The best treatment on this was done by Thoas Aquinas and the easiest treatment of that was done by Kreeft in his Summa of the Summa. I highly recommend it.

But never make a separation between the will of the Father and the Son because that is what Marcion did and his was the first great controversy in the Church resulting in his excommunication.
