Orate, Fratres in the Extraordinary Form

The rubrics say that the priest raises his voice when saying the Orate, Fratres. Does the raised voice apply to the incipit, or the entire prayer, up to “…omnipotentem”? For this I am presupposing a secular parish priest, because I know religious have their own liturgical variations.
 
You will hear the priest say just the words “Orate fratres.”
 
You will hear the priest say just the words “Orate fratres.” The last word of the prayer may be audible so the server knows when to respond.
