Someone here will know the answer to this. I tried to google it, but did not get good results.

At what point during the ordination ceremony is the priesthood conferred? I am watching right now the ordination ceremony that took place this A.M. at St. Patrick’s Cathedral in NYC: http://www.ustream.tv/channel/saintpatrickslive.
 
The order is:
Liturgy of the Word
Election
Homily
Promise
Litany
Laying on of Hands/Prayer of Ordination - Now a Priest!
Investiture
Anointing
Handing of Bread and Wine

Cardinal Dolan told them to be like St. Philip Neri (“Good little Phil”) whose feast day it is today. He told them to let their personalities be a bridge to Christ and His Church and not a wall.

Good advice for anyone - priest or laity. 😀😎

Yeah, it’s conferred at the laying on of hands and the words spoken by the bishop that make the men priests.
