No, sorry, I should have been more clear. It was actually that passage from Acts that Scott Hahn was explaining. It was the 7/20/98 CAL radio show.
I transcribed Scott’s quote here: “What Peter and the other apostles do is basically draw straws, the same way Old Testament Israel did for assigning priestly authority in the Temple. And the straw is drawn by Matthias, he is the winner of it, and he replaces Judas…”
