If you read the article, it fails to support its titular claim. Its evidence is this:

However it presents no evidence that those partial-birth abortions were not simply replaced with other kinds of abortions.

If you are at the stage of pregnancy where you would need a partial-birth abortion what other type of abortion would be available?
