Please help me point out contraception clause

I’m a bit confused. Where did you get the idea that the government was going to force people to use contraception??

Section 20 of the .pdf you posted specifically says:
SEC. 20. Ideal Family Size – the state shall assist couples, parents and individuals to achieve their desired family size within the context of responsible parenthood for sustainable development and encourage them to have two children as the ideal family size. Attaining the ideal family size is neither mandatory nor compulsory. No punitive action shall be imposed on parents having more than two children.
(My empahsis)

Couldn’t be much clearer, unless its this:
SEC.28. Prohibited Acts – The following acts are prohibited……
(b) Any public official who, personally or through a subordinate, prohibits or restricts the delivery of legal and medically safe reproductive health care services, including family planning; or forces coerces or induces any person to use such services.
 
Can anyone help me point out on the below drafts relation to RH Bill that state that the government is going to enforce the use of artificial contraceptives?

That is a correct statement. There will be no enforcement and nor does it state that anywhere.
 
IIRC, the OP is hearing rumors started by paranoid people who think the government is going to round up Catholics and put them in Catholic camps… they think the government is going to force sterilizations and ABCs, and other weirdness, etc. 🤷

I thought that RH Bill aims to guarantee universal access to methods and information on birth control. There are two basic methods in family planning 1. Natural medthod 2. Artificial method (e.g. birth control pills, IUDs, etc). Isn’t a law an imposition on society? If the RH Bill became a law, therefore is going to enforce among a populationthat does not universally accept their use including practicing Catholic.

Second point, if the RH bill becomes law that means government will be requiring Filipino taxpayers’ hard-earned money to support such a program.

I am wrong with these perspectives?

While it is incredibly illogical its not entirely inconceivable. (Not the camps thing obviously) but with the secular/gay agenda forcing indoctrination on children and its assault of religion (particularly Catholicism) on every facet of public life, who is to say that this is impossible? I would like to think that america hasn’t fallen that much that quickly but seemingly every day I read the news I tend to see one more thing occur to attack Christ. We live in scary times for sure.

Yes, your perspective is a bit off. The law doesn’t enforce or impose birth control on society. The law makes it available for those who seek it. And though the Catholic Church opposes artificial contraception, they are in the minority. Most cultures and religions allow ABCs in certain circumstances. The law would protect those people who want access to contraception, including Catholics who don’t follow this particular teaching of the Church. This is hardly a movement to force contraception on the citizens of this country.
