The GIRM requires standing - NOT FOR THE CONGREGATION - but for those receiving communion when they receive. That is, it changed the rule on kneeling to receive communion. The efforts to impose the notion of standing for everyone once distribution commences is a tortured and ridiculous reading of the GIRM made by those, including Bishops, who simply don’t want kneeling. The fact that the vast majority of Dioceses don’t impose such a silly requirement is ample indication that those reading the GIRM in this contorted manner are off base. But his only reason for asking the question is because the GIRM required standing. He wanted to know if that meant that sitting or kneeling were forbidden.
In the USA you kneel after the Agnus Dei including during distribution of Communion - unless the Bishop decrees otherwise. It’s not a Congregational act to receive - it’s an individual act and hence you can personally get up and you stand to receive.
That the Universal norm is standing is nice, but inapt and outside the discussion unless we are talking about a location outside the USA without a local norm to the contrary.
