Prayers to deceased relatives?

My wife and I are both Catholic and often ask Saints to intercede to God for us for the conversion of our children.

A Catholic lady recently mentioned that she was praying to her deceased mother for a special favor. My wife mentioned that she did not think that it is permitted but to pray only to those declared Saints by the Church.

If my wife is correct, would you know where the Catholic Church teaches this principle?
