Precedence in the EF today. St Michael and 16th Sunday after Pentecost

Todays Mass was the mass for the Dedication of Saint Michael. The priest said two collects, secrets, and post communion prayers however for the Saint day which is first class and the 16th Sunday after Pentecost which the saint day took precedence. The readings were from the Saint day. I liked that. Is it normal though that in this situation the priest will say two collects etc almost like acknowledging the Sunday proper? I was wondering if anyone knew more about this.

It depends on the rankings of the feasts in question. If, for example, Michelmas (First Class) happened tomorrow on the feast day of St. Jerome (Third Class), there would be no commemoration for St. Jerome. The same goes for October 1st, a Ferial day (Fourth Class).
