I am less familiar with the Latin practice of Good Friday and its origins, but St. Gregory (the Presanctified Liturgy in Byzantine usage is sometimes called “The Divine Liturgy of St. Gregory Dialogos” or something similar) was the legate to Constantinople, and it is likely he picked up that practice there from whence it spread back to the Latins.

According to some Ordines Romani of the eighth century, the Bishop of Rome’s Good Friday liturgy was still just a Liturgy of the Word with Veneration of the True Cross, while those who wished to receive Communion did so at the titular churches. Later Ordines Romani of the ninth century involve the same papal liturgy with the Presanctified added.
