The latter.

I think you are getting it confused with the feast which used to be called the Purification, I believe, which is indeed the Presentation of Jesus in the Temple.
 
It’s when Mary is presented to the Temple by her parents.

Is it referenced in non canonical scriptures, such as Gospel of James?

How did it get associated with the day some religious renew vows?
 
Many communities do not renew vows today. Many do so on March 25, or December 8, or September 8. Be careful not to generalize from one or two examples.
 
St. Francis de Sales explains in this sermon to the Visitation Nuns:


We were told by our pastor (an Oblate of St. Francis de Sales), that the tradition came from the Proto-Evangelicum of St. James, and was found in the Eastern churches honoring Our Lady as Theotokos – God-Bearer. DeSales explains much the same way, only more in detail.

Our pastor and his two assistants renewed their vows yesterday, as well.
 
That is one religious family. It is not the basis of all religious life. I’m not saying that a few communities renew on that date, just that it’s far from universal.
 
I realize religious communities don’t all renew on the same date. I would be interested in historic reasons why on this date, or that date.
 
The book I linked explains. Just as Our Lady was given to God in the temple, so the religious follow her example.

The Annunciation is another vow renewal date. If renewal takes place then, it’s usually in imitation of Our Lady’s Fiat.

I was unfamiliar with the December 8 renewal date.

DeSales explains the reasons for vow renewal in the book I linked. It’s from his sermons about Our Lady.
 
Well, those who follow a DeSales spirituality may use that date but, as I said, it’s hardly universal. Holy Cross sisters use Sept. 14. Generally speaking, communities renew (symbolically, except for the DCs) their vows on a date meaningful to their charism. I honestly think that Presentation is a relatively unusual date.
