It’s not a question of power, it’s a question of authority. Each has authority in the proper sphere. I’m not personally sure which has authority on this particular question, but the bishop is a good place to start. Among other things, if it does not happen to be a practice that is allowed (by whatever the proper authority is) the bishop may not know it is happening. I think in general, one should always approach the bishop before contacting the CDWDS.
