this tells us three thingsLeviticus 5:5-6. When anyone is guilty in any of these ways, he must confess in what way he was sinned and, as a penalty for the sin he has committed, he must bring to the Lord a female lamb or goat from the flock as a sin offering; and the priest shall make atonement for him for his sin.
If you look at Matthew 3-8 we have the story of the paralytic. The teachers of the law are rebuking Jesus for blaspheming! He has told the paralytic that he has forgiven his sins. Jesus tells us that he has the authority to forgive sins, but amazingly in 9:8 it saysTherefore confess your sins to each other and pray for each other so that you may be healed. The prayer of a righteous man is powerful and effective.
And finally, John 20:21-23When the crowd saw this, they were filled with awe; and they praised God, who had given such authority to men.
This is the scriptural basis for confession.Again Jesus said, “Peace be with you! AS the Father has sent me, I am sending you.” And with that he breathed on them and said, "Receive the Holy Spirit. If you forgive anyone his sins, they are forgive; if you do not forgive them, they are not forgiven.
