If it was me, I would confess it as a wrongfull thing at confession.
Reading what is in the quote box below, it seems that only The Holy Father, one’s bishop or parish priest, can dispense.
As for “peregrini” or traveller, it MIGHT mean that any priest can dispense, but I am unsure on this point and perhaps your best avenue might be to contact a Canon Lawyer on this point. I also think that there are some members here on CA who have various sound qualifications who probably can answer your question with reliability. These might come in on this thread.
Usually, a phone call to your diocesan offices will give you a contact point for a Canon Lawyer.
