No, I’ve never found the entire thing online either. I know you can order it on CD if you prefer that to a book. But much of it would be of little interest (even to United Methodists) unless you needed it for a particular ruling. It is primarily rules with regard to governance and administration, not theology.

I think that all of the interesting parts of United Methodist history, Articles of Religion, doctrinal standards, and social principles can be found by searching around in the link provided.
