I’m asking a question, my dad is a Protestant basically his dad, my grandfather belonged to that church and my mother was raised Roman Catholic, back decades she converted to my father’s religion basically and basically I’m asking as I turned 16 can I legally declare my self Roman Catholic?

You don’t declare yourself a catholic; you are baptized and confirmed in to the faith.
Do you attend mass? If so, check out the RCIA program at your parish 🙂
 
If you are interested in becoming Catholic you should try to go to mass at the nearest Catholic church and see what would be required for you to convert.

Legally? Do you mean can you convert without parental consent or interference? That’s a question for a lawyer in the place you live.

From the Church perspective, you would be an adult for the decision of baptism or full communion with the church and confirmation, not requiring parental consent.

But a priest will act with prudence and good judgment and might ask you to wait until you are 18 to pursue coming into the Church if your parents are against it.

It is the priest’s decision.
