Remember, Jesus is the King (He’s God) but His kingdom isn’t on Earth, no it’s a spiritual kingdom with the militant workers, i.e. you and I on Earth.
His kingdom is not “of this world”. It is still a visible Kingdom, with Christ at it’s head, the apostles with delegated authority, along with the followers of Christ who have heard the message and responded to it.

How can you say the Kingdom is not on Earth when we were are apart of the Kingdom and are living on Earth? The Kingdom of God is not an earthly temporal Kingdom, but those on Earth are not devoid of the Kingdom.
Like many Jews of the time, the Pharisees imagined the establishment of the Kingdom of God in the terms of an external, political authority; whereas Jesus teaches that it is something eminently spiritual, supernatural, which has been happening ever since Jesus’ coming, although its climax will be after his second coming or Parousia at the end of the world; it’s effect is to be seen, above all, in men’s hearts, although it is also something visible and external, just as the Church has a visible dimension.
The Navarre Bible Luke 17:21 commentary.
