I had forgotten that the homily was formerly considered outside the Mass. Does this mean it might have been more permissible for a non-Catholic to give the homily under the old usage?
It seems to me it would probably be permissible to invite the congregation to stay after the dismissal to hear a non-Catholic minister deliver a talk, and perhaps such a talk could even be given during the announcements, as part of the concluding rites.
