Probably a reference to the Queen of Sheba from 1 Kings 10.
I don’t think Jesus means that the Queen of Sheba will literally be ressurected and condemn the wicked Jews. He is using rabbinical teaching techniques to illustrate what will happen. Jesus uses the Old Testament, with which his audience would have been intimately familiar, to illustrate a concept.
Gentiles, whom the Jews thought were unholy and unworthy to enter heaven, were more receptive to Jesus than were the Jews themselves. Jesus uses the idea of the Queen of Sheba who accepted the teaching of Solomon as an example, and then says, “There is something greater than Solomon here”. He is effectively saying “A gentile accepted Solomon, I am far greater than Solomon, and you don’t accept me!”
Jesus is saying that at the ressurection of the dead, some of the Jews who rejected Him are in for a big suprise when they see non-Jews who accepted Christ getting into heaven.
