Question about Capuchins

In my area, we have Capuchin Sisters of Nazareth who are not cloistered as they give retreats and come to events to talk to Catholic youth.
However, it seems that the Capuchin Poor Clares are cloistered.
I was wondering how that works. Are there different branches of the Capuchins (which is a branch of the Franciscans) that can choose if they are cloistered or not?
 
There are different branches of most religious orders. The branches don’t “choose.” They were founded for different purposes. Consider the many congregations of active Franciscan sisters, as well as the several varieties of Poor Clare (contemplative) nuns. Similarly, there are cloistered Dominicans and active sisters. Among the men, there are several congregations, for example, of Franciscans–the OFMs, the OFMConvs, the Capuchins, etc. All are Franciscan. They do, however, all have distinct constitutions, though all follow the Franciscan rule.
 
We have a friend who is a Capuchin friar. They are a community but do serve outside wherever they are called or sent. Our friend serve as a parish priest for a few years before he was transferred back.
