Question on blessing sacramentals

I split my time between my regular OF parish and an ICKSP traditional parish and I’ve noticed the very different styles of blessing between a traditional priest and a regular OF priest and it’s kind of made me wonder whether the OF priests are really blessing the sacramentals.

For example both EF priests I’ve had bless rosaries do the following: go into the chapel (they insist it has to be done in chapel) they put on a stole, take out a book of blessings and recite the prayers in latin which takes about 45 seconds, they make the sign of the cross, and sprinkle holy water.

The OF priests (4 different ones) perform the following rosary blessing: at the rectory, not wearing a stole, they say “god bless this rosary and the person who uses it” and make the sign of the cross over it, and they’ve never used holy water.

Is it really possible that they are giving the same blessing?

If they are, than what’s the point of the blessing taking place in chapel, with a stole, a much longer blessing and holy water?
 
Of course they are blessing.

Just as the Eucharistic prayers are all different, they are the same. 🙂

But if during Mass an un vested priest walked up to the alter ad-libbed a prayer and made the sign of the cross, I wouldn’t think that was the same thing as a vested priest reading from the missal.

I know blessing a rosary isn’t as formal as a Mass, but I know the church is very specific about prayers and postures used.
 
The “power” of the priest lies not in the vestments he wears. However, for me personally the more elaborated form including the stole and sprinkling of holy water gives more of a “blessed” feel. However, both blessings essentially give the same result.
