The double-headed eagle is basically an imperial symbol that was used by the Eastern Roman Empire. As a symbol in church use, I think it’s only used by the Ecumenical Patriarchate, the Greek diaspora and the Church of Greece, because of their connection with the Imperial City, Constantinople. Outside of Church, you’ll find that it was used by rulers throughout Europe, from the Serbs and the Russians to the Holy Roman Emperors, and that it remains in use on the flags of Serbia, Albania and Montenegro.
