Reading Program Recommendation Needed

Since there are so many knowledgeable people, could someone recommend a reading program for a 7 year old? I’m working with a girl through a social services organization and she is really struggling in her reading skills. She’s very bright but just doesn’t seem to ‘get it’ for lack of a better description. The reading specialist and her teacher suggested some kind of summer program that is individual rather than group. Her foster mom wants to find something that she can work with during the summer so she doesn’t lose any more ground and hopefully catch up with her class.

Anyone have programs they believe in? Hooked On Phonics? Read Now!? Frontline Phonics?

I would appreciate some advice. It is very difficult to do well in school if you don’t read well and I hope this lovely little girl will be able to catch up with her class.
