If you can and are able, and both are offered it is a good thing to receive both, as it is helpful in avoiding temptations from the world, our own will and the devil. Everything we are given and offered in the church (such as holy water, bells, incense, prayers, hymns etc.) all have a purpose, exactly the way they are offered to us, ie in whatever form so especially if you are young in faith but even if you are not you should accept all that you can as if you are like Jesus on the cross and say ‘I thirst’ for more. God will teach you in his own time if he decrees so, what each thing is for. Don’t worry too much about the details, let God lead you. At this point, if you can have the Precious blood then do. If you can’t or don’t wish to then don’t but always bow your head in respect as you pass by if you can’t, as that is Our Lord you pass by. God bless you.

Yes, the way it was explained to us before Mass that Communion would be administered by intinction; if we wanted to receive in the hand, we would only be receiving the body of Christ.
I suppose if you didn’t want to receive the Precious Blood, and prefer to receive on the tongue, you could talk to Father beforehand. Just as those who cannot receive the host would probably make prior arrangements. But this does allow for the choice of receiving both on the tongue and in the hand.
I should add that this was at daily Mass offered by my university chaplaincy and there were only two priests who did this occasionally. Mass was in a small chapel and there were no EMHCs, so intinction was the only way to receive both species.
