Aug 3rd 2005, leader of communist party branch of a relief station in Chongqing was prosecuted for negligence
He ordered a dying patient to be dumped in front of district goverment building in reason of “not enough fund”. he repeatedly refused civil policy department’s request to rescue the patient, eventually leading to the patient’s death.
not enough fund. "talk about it tomorrow"
Yang Rong, 51, had been working at the relief station for 20 years. according to his statement in court: on March 25th, a police car stopped in front of Sha district relief station, "my fellow workers told me 2 policemen helped a thin and weak male off the car, sent him to the gate of the relief station and left.
This thin and weak male was Zhang Dehua, On the afternoon he started vormitting, having difficulty eating and became extremely weak. seeing this workers phoned Yang. Yang replied on the phone “talk about it tomorrow”, in the following hours, Zhang couldn’t control his urine and feces. Workers contacted Yang again. Yang said “It’s so late here and we have no fund, talk about it tomorrow.”
patient dumped at district goverment
The next day, Yang inspected Zhang. according to him, Yang was in terrible condition and about to die. he phoned civil policy department, “the leader of civil policy department said, ‘send him to where he came from’” immediately Yang called 4 workers and told them to take Yang to “where he came from”. 10 am Yang was carried onto a car of relief station and taken away.
Later workers parked the car in front of civil policy department and
abandoned Yang. Then Yang was almost dead. Worker from the relief station were spotted by security guards of civil policy department. while security guards were reporting to their leader, workers left.
refuse the command to rescue Zhang
12am president of civil policy department phoned Yang and scolded him for abandoning Zhang there. Yang said helping mentally and physically illed were not the responsible of relief stations and incited various other irrelevant reason. civil policy department ordered Yang to take Zhang away and send him to hospital immediately.
at 1pm, president of civil policy department inquired into the incident again. knowing Zhang was still there, he was enraged and ordered Yang to take Zhang away again. once again Yang and his workers did nothing.
Patient "died quietly"
at 2pm, president of civil policy department went to the relief station, only to find the gate of the relief station was shut. after being scolded (again) Yang and his workers started to fetch Zhang.
When Yang arrived at civil policy department, an ambulence was also there. after checking Zhang’s carotid arteries, a female doctor declared, “This man has died”. Yang started to realize “Things are becoming more serious”

Yang pleaded guilty

During yesterday’s trial, Yang pleaded guilty to the negligence charge. He made a defence by saying: 1st, by March the mentally illed, physically illed or the disabled were not within relief stations’ reponsibility to help, 2nd he didn’t order his workers to put Zhang in front of civil policy department.

The court had’t handed down a sentence. Currently, Yang is on bail, stripped of his rank, but still works in his original relief station.
Aug 10th. Yesterday court gave Yang a probation sentence for negligence
note: civil policy department is relief stations’ immediate superior.

isn’t it 2nd or 3rd degree murder instead of negligence? no prison terms for the murderer, an act of pro-life indeed.
