Resolve disputes within the church

Does anyone know where in the bible it says something to the effect that: when there is dispute bring it to the church ?

I am not sure of the correct wording but its a reference that when there are questions or disputes they are brought tothe church
 
*Matthew 18:17 If he refuses to listen to them, tell it to the church; and if he refuses to listen even to the church, treat him as you would a pagan or a tax collector.

Also, the whole chapter of Acts 15 there is a dispute over circumcision and they bring it to the authorities at the council at Jerusalem.

Mt 18:15-18 is the instructions and Acts 15 is the instruction put into practice.
