Interesting stuff here (I had no idea that this document, which has been touted as the final say regarding liturgical music for 35 years, was written by 6 lay songwriters and 3 bishops, and was never actually approved by the US bishops).

Yes that is true:

From the Adoremus Bulletin 2002:

“Music in Catholic Worship was never presented to the full conference for vote. Like a similar statement, Environment and Art in Catholic Worship, it has no official authority.”
