Romans 14:21 - what does it mean?

Does “causing your brother to stumble” mean making him think you’re sinning? Some have said that it basically means causing scandal, but I see no cause for scandal here: if the weaker Christians think that eating meat is wrong - which is what the stronger Christians did - how would they in anyway be scandalised? They certainly wouldn’t sin, no?
 
“causing your brother to stumble” would mean causing your brother to sin.

This is in line with what Paul says in verse 14: “I know and am persuaded in the Lord Jesus that nothing is unclean in itself; but it is unclean for anyone who thinks it unclean.”
