Yes, many people do. An eBay search on “handmade rosary” just turned up 118 items.

See above. I assume people must be buying them. However, I don’t know how large the demand is.
- will a priest bless rosaries for sale by individuals

Put rosary making supplies into Google. You’ll get pages of places for materials. Take a look at rosaryarmy.com/ – you don’t necessarily need anything fancy. (Though the Rosary Army rosaries are meant to be given away, not sold.)
