Rubrics for Holy Thursday Mass

A priest (on Catholic radio) told me that having lay people wash the feet of other lay people–men and women–is not allowed. He referred me to a circular letter on the Paschal Season apparently published by the Sacred Congregation for Divine Worship. Can someone point me to this document? I can’t find it on the USCCB website or EWTN’s website. I am on the liturgy committe at our parish and this custom has been going on for years. According to the priest, the focus for Holy Thursday is on the institution of the Holy Eucharist and Christ sharing the passover meal with his apostles–the institution of the priesthood. Thanks. Chck out the thread about washing women’ feet on Holy Thursday. (I’ve bumped that thread to here, page one of this same forum.)

It is clear that the priest does the washing.
 
My University Center does the mass washing and I have to admit I don’t have a huge problem with it. And I am not a modernist. However, if it is against the Rubrics and Rome forbids it, I will obey.

Unfortunately, it appears, at least from what I can tell, that the Bishops Committee on the Liturgy is sanctioning liturgical abuse, and the USCCB website has their unfortunate document on their website: www.usccb.org/liturgy/q&a/general/feet.shtml

As the Catholic Answers Special Report and Fr. Pokorsky document, neither individual bishops, nor even conferences of bishops have the authority to change the rubrics without the express written permission of the Vatican, and I have seen no evidence that they have.
