Does the Summorum Pontificum allow for celebration of the other Sacraments per the 1962 Rituale Romanum, or only the Mass?

If one can receive the other Sacraments in the Extraordinary Form, what’s the protocol for their request?

Simply ask the priest who prays the EF.
Art. 9. § 1 The pastor, having attentively examined all aspects, may also grant permission to use the earlier ritual for the administration of the Sacraments of Baptism, Marriage, Penance, and the Anointing of the Sick, if the good of souls would seem to require it.
§ 2 Ordinaries are given the right to celebrate the Sacrament of Confirmation using the earlier Roman Pontifical, if the good of souls would seem to require it.
§ 3 Clerics ordained “in sacris constitutis” may use the Roman Breviary promulgated by Bl. John XXIII in 1962.

Yes, the faithful can request the sacraments! Find a priest willing to help you and just ask. Because sadly not every priest will jump to help you with this, you may need to work a little to find a willing priest, a church where the sacrament can take place, etc.

Also, priests can use the older Rituale for blessings in the traditional form. You can pray the office in the older form.
