I have a feeling this thread landed on the Eastern Catholicism forum by mistake. (I could be wrong of course.)
 
This could be relevant for discussion in this forum, though we might recommend the OP take a read of the rest of St. Ambrose’s writings on the universality of Church authority, how it is bestowed and on whose office it remains on earth. Reading this quote in isolation, and with a certain mistake viz-a-viz non-Catholic bias, may lead a reader to the false conclusion that St. Ambrose was a congregationalist or a conciliarist.
