Satis cognium? Papal infalability?

This papal encyclical seems to point to every aspect of the role of the papacy being unknown and unchanging since Peter. We however have made many changes including when papal infallibility was formally declared in 1870. How is this rectifiable? Clearly that wasn’t known in the same manner as before or else they wouldn’t have needed to declare it?

I am uncertain as to what your question is. I have not read the encyclical but it would not fall under infallibility. The declaration of infallibility was not a change.
