A priest who is an expert on liturgy told me that a much more liturgically correct place for a Hail Mary would be in the Eucharistic Prayer, where we call upon the BVM and the saints, rather than in the Prayers of the Faithful, which are addressed to the Lord alone.
Of course in either case it would be an addition to the text of the Mass which would have to be approved by the Holy See.
Just because there is a liberty, within certain well defined limits, for a priest to compose/approve the words of the petitions of the Prayers of the Faithful, doesn’t mean any priest, or even any bishop or cardinal, is free to insert ANY type of prayer into the PotF or immediately after it.
I have the greatest respect for the BVM, but the Hail Mary does not have a licit place in the Mass. Having said that though, I don’t get worked up about it if it does occur. There are many far worse and far more damaging abuses/additions/deletions of the text of the Mass which are common in many parishes.
